    The LL87 process takes six to twenty weeks and must include equipment tests during the summer and the winter. In order to meet the filing deadline, the latest a project should start is early September. Lower prices and guaranteed compliance can be assured with a project that starts in early February and ends in July.

NYC requires certain building to obtain an energy audit and to perform a building tune-up (retro-commissioning). Daylight Savings begins the process by making sure that your building is subject to LL87 and that your due date is impending. The next step is to conduct an Energy Audit and begin the Retro-commissioning (RCx) process. This will require a number of site visits to collect information and to take measurements of equipment and building performance. RCx will produce a list of deficiencies requiring correction (e.g. dirty filters, inoperable pump, sensor not calibrated, missing pipe insulation). The building ownership is responsible to make all the corrections through the use of their own staff or the use of outside contractors. The LL87 process ends with Daylight Savings confirming all corrections, providing compliant Energy Audit and RCx reports to be maintained at the site, and submitting the required Energy Efficiency Report (EER) to the City. If your site is eligible for funding, then Daylight Savings will take all steps necessary to obtain those incentives. Daylight Savings is a qualified and well established contractor for the NYSERDA FlexTech and MPP programs which ensures that we will be able to leverage the best available funding.

Customers need to be aware that utility companies cannot guarantee delivery of proper utility data by any certain date, so any delays in starting the LL84 process can make it challenging to meet the May 1st deadline.

The EPA is continuously upgrading their software and there are continuous changes to the submittal process with the City, so it is very important to have an expert provide your LL84 services.

We are the exclusive regional contractor for the Small Commercial Energy Efficiency Program. For medium to large businesses we are an approved FlexTech contractor. For multifamily and multi-use buildings we are an approved contractor for the Multifamily Performance Program (MPP). To get started we will apply for NYSERDA funding on your behalf. Upon NYSERDA approval we will visit your site to collect data, take measurements, evaluate system operations, and make observations to be used in the development of your energy efficiency assessment. The site information will be used to develop a detailed report. The level of detail will depend on the agreed scope of work, but will be commensurate with an ASHRAE Level I, II, or III study. The report will be submitted for you to consider the recommended measures and the next steps towards implementation. Daylight Savings will provide services to help you carry out the measures you decide to pursue.

First we will collect all necessary data. Then we will enter the loads into the software and perform a review of the progress. The loads process calculates peak (design) zone loads, hourly loads, the effect of the ambient weather conditions, the occupancy, lighting, and equipment within the building, as well as variations in the size, shape, location, orientation, and construction of walls, roofs, floors, fenestrations, and attachments (awnings, balconies) of a building. Next, we will enter the systems and perform a review of the progress. The systems process considers Heating, Ventilating, and Air-Conditioning (HVAC). We model the operation of HVAC components including fans, coils, economizers, humidifiers, etc., arranged in standard configurations and operated according to various temperature, ventilation, and humidity control strategies. Next we will enter the plant information and perform a review of the progress. The plant area models the operation of boilers, chillers, electrical generation equipment, heating and storage apparatus, and solar heating and/or cooling systems. Lastly, we will perform several parametric runs and use the results to develop proper economic tables and reports. The result will be the optimization of energy utilization, or in other words, maximizing energy conservation.

    Adam Boese

    Since founding Daylight Savings in 1991 Mr. Boese has overseen all technical and business operations, including studies for almost 10,000 facilities covering more than 300 million square feet. These studies were provided for existing and new construction for all facility types and NAICS classifications: commercial, institutional, industrial/manufacturing, multifamily and government. Work has been provided in the NYC Metro area, across the nation, in Canada, and in Peru. Building models have been created for structures as far and wide as Kabul, Afghanistan and Baghdad, Iraq.
